Assembly holds hectic discussion on budget

ITANAGAR, Mar 14: The Assembly on Tuesday witnessed animated discussion on budget presented by 'new' BJP government.

Opposition MLAs while welcoming the budget did not lost the opportunity to take pot-shot at the government. Roing MLA Mutchu Mithi said more radical measures should have been taken in the budget to improve governance. He also questioned the need of creating so many new divisions, circle headquarters and districts claiming that this only burdens the state exchequer.

Tali MLA Markio Tada drawing the past experience said that there is huge difference between budget presented and its implementation. "There is vast difference between theory and practical. Budget presented is good but its success depends on how it is implemented at grass-root," said Tado. He also alleged that electrification project -- Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) -- which has now been renamed Deen Dayal Upadhyaya Gram Jyoti Yojana is a major failure. "Projects have been completed only in paper and not in reality. I appeal government to provide fund to ensure electrification in those areas where electrification project has failed to provide electricity to the villagers," added Tado. Bordumsa-Diyun MLA Nikh Kamin stated that unless proper monitoring is done budget proposal will not yield any result. He also called for adopting new technology to monitor ongoing projects and claimed that present monitoring system has miserably failed to curb corruption. BJP MLA Kento Rina called for equal distribution of resource to all 60 assembly constituencies for equal development. He also lauded the move of present government to provide Rs 10 crore each to all 60 MLAs and said that this is helping to fast-track the development activities in his constituency.

MLA CT Mein welcomed the decision of state government to decentralize the power. "Centralization of power is a major hindrance in development of state. Files get stuck even for a year due to it. We are hopeful that decentralization of power will help to improve governance," said Mein. He also expressed concern over pathetic road condition of capital complex. "I have been living in capital since 1975 and road condition is getting horrible.

As soon as we enter Banderdewa we can feel the difference. This is happening despite all top bureaucrats are sitting in capital. There is no doubt that human negligence is major cause for the pathetic condition of capital road," said Mein. He also drew attention of state government towards how government employees are harassed in capital complex by the youths. Mein called for protection of government employees so that they can work freely.

Meanwhile, Legislative Assembly Speaker has referred the 'Kameng Professional and Technical University Arunachal Pradesh Bill, 2017 to a select Committee which will be chaired by Education Minister Ngandam. MLAs Japu Deru, Kumsi Sidisow, Pani Taram and Mama Natung will be the members. The Bill which was introduced by Education Minister Honchun Ngandam was referred to select committee due to intervention of MLA Kumsi Sidisow, who sought proper examination of the bill. He insisted the Bill be referred to a Select Committee prior to its passing so that no dispute arises in future.

Sanjoy alleges BJP of resorting to old tactics

ITANAGAR, Mar 14: Visibly upset with the political turn of events in Manipur and Goa, newly appointed Arunachal Pradesh Congress Committee (APCC) President Takam Sanjoy alleged that the Bharatiya Janata Party (BJP) is recreating the same political disorder as it did in Arunachal Pradesh, barely a few months ago.

The new party chief said this while addressing reporters on Tuesday at the Rajiv Gandhi Bhawan.

Of the opinion that the BJP is making a mockery of the situation with its antics in Manipur and Goa, he highlighted that the people of the state had also given mandate to the Congress party under the leadership of former Chief Minister Nabam Tuki, but as the events unfolded, the party fell victim to the isolation created by those who were supposed to stand by during the test of time.

Saying that the people are tired of "regular and artificial turncoats" in Arunachal politics, Sanjoy called on party workers to be careful and work diligently right from the grass-root level to make the party stronger for the next assembly elections.

"If we stay united and work together, we will be ready to fight against the BJP in 2019", he said

He also clarified the misconception floating around that Arunachal would not receive funds if it did not have the same government as in the centre. He affirmed that there is no provision which says that funds would not flow to non-BJP states if the BJP is in the centre.

"When Congress was in power, it did not stop the allocated funds for any state in the country. What is earmarked by the 14th Finance Commission will be received by the particular state. There is also no free money which can be thrown to Arunachal merely because it has a BJP Government", Sanjoy added.

He assured that if the BJP makes constructive efforts to help the state and its citizens grow, the Congress would be supportive, but also cautioned that if the BJP resorts to anti-people policies, the Congress would not tolerate it and come down to the streets, if required.

To those legislators who had deserted the Congress and merged with the PPA and subsequently the BJP, Sanjoy said, "This is your permanent home and you should come back to it."

Earlier, former APCC President Padi Richo also came out against the BJP for applying political tactics to grab a hold over states which saw the Congress clearly sweeping the assembly elections.

He hoped that with Sanjoy's experience and energy, the Congress party in the state would soon have "achha din" (sic). He also requested all party members, including frontal wings to support Sanjoy to bring back the lost glory of the Congress.

Sanjoy was appointed as the APCC President on March 10 last by AICC Vice President Rahul Gandhi.

APWWS seeks justice for assaulted student

ITANAGAR, Mar 14: The Arunachal Pradesh Women's Welfare Society (APWWS) strongly condemned the attack on Higio Gungtey, a student of Christ University, Bengaluru, and requested the state government and MoS (Home) Kiren Rijiju to pursue the matter.

Expressing concerns over the rising atrocities against students of North-East India studying outside the region, the APWWS in a press release urged on the government to send a strong message to mainland Indian that "We are also Indian and cannot tolerate such atrocity and discrimination against our children."

The APWWS said that it is in constant contact with the victim's mother, Higio Yame and extended moral support to her.

APWWS Secretary General Kani Nada Maling said that most similar cases fade away after sometime and parents or relatives of victims are left alone to fight for the justice of their loved ones, or the victim moves back to his/ her native place and the case is not pursued properly due to distance. Citing these reasons, the APWWS requested for speedy trial of such atrocities and discrimination to be dealt in Special Courts.

Gungtey was allegedly physically assaulted by his landlord, Hemanth Kumar on March 6, 2017, following an argument over excessive use of water.

Meanwhile, while condemning the recent attack on Higio Gungtey from Kra Daadi district in Bengaluru, the All Kra Daadi District Students Union(AKDDSU) has appealed to the Union MoS Home, Kiren Rijiju to take up the matter seriously for stern action to the culprit and justice for the victim. The Union also appealed to the state Govt to approach the Centre for prevention of harassment to students of Arunachal and other NE students studying in different parts of the country.

Attack on Arunachal student in B'lore ‘saddening’: Rijiju

NEW DELHI/BENGA-LURU: Mar 14: Union Minister Kiren Rijiju on Monday described the attack on a student from Arunachal Pradesh in Bengaluru as "saddening" and said the Home Ministry is also pursuing the matter besides the police investigation.

"When we are talking of safety of Indians abroad such incidents in our country are very saddening," Rijiju told reporters in New Delhi.

The Union Minister of State for Home said police are investigating the case and his office is also pursuing it for action against those guilty in the incident.

Higio Gungtey, who hails from Arunachal Pradesh and is a fourth-semester student of Christ University, was allegedly beaten and forced to lick his house owner's shoes for using excessive water in Bengaluru on March 6.

The house owner was identified as Hemanth Kumar and a case was registered against him on March 9 following Guntey's complaint. Rijiju also hails from Arunachal Pradesh.

Meanwhile, Karnataka Chief Minister Siddaramaiah on Monday expressed shock over the recent attack on a student from Arunachal Pradesh and said the perpetrator has been arrested.

"Attack on student from Arunachal is shocking. Police has taken prompt action and the perpetrator has been arrested," Siddaramaiah tweeted.

A case was registered against the house owner, Hemanth Kumar, following a complaint from Gungtey.

Carcass of barking deer seized at Namsai

ITANAGAR, Mar 14: Carcasse of a barking deer along with hunting equipments were seized from a Tata mobile by forest officials during routine checking at Central Forest Gate, Namsai.

The seized items were completely destroyed by burning it in front of First Class Magistrate J Pertin, police and other forest officials of Central Forest Check Post, Namsai on March 14, informed Divisional Forest Officer, Namsai Forest Division T Mize.

When interrogated, the driver of the vehicle revealed that the deer was hunted by some hired people, who were engaged by one Raju Mantow of Ucha Mati, Namsai for clearing jungle.

The matter is under investigation, the DFO said.

Governor visits cremation ground

ITANAGAR, Mar 14: The Governor of Arunachal Pradesh P B Acharya visited the lone cremation ground for Itanagar Capital Complex at Karsingsa, 27 km from Itanagar on Tuesday.

Interacting with the local MLA cum Parliamentary Secretary Techi Kaso along with members of Itanagar Municipal Council, the Governor said that there must be a collective humane approach in building the very important public asset of the Capital Complex area.

Referring to an instance of the demise of a gardener of Raj Bhavan, Itanagar recently, the Governor said that people come to the state and render their valuable service. But after their demise, unfortunately their mortal remains are taken to neighbouring state for cremation, covering long distance and incurring huge of amount money,

time and energy to the next to the kin during their hour of grief.

The Governor advised that there must be a comprehensive and holistic provision for observing the last rites. For this, a proper environment in all respect must be created in and around the cremation area.

While giving his observation on the proposed developing area, the Governor suggested that different zones may be earmarked for different communities so that communal belief and practices are respected.

White water river rafting training for youth ends

DAMBUK, Mar 14: A week-long training on white water river rafting, search and rescue operation for youths concluded here on Tuesday. The training was organized by Future Generations Arunachal (FGA), a non-profit civil society with an aim to build the skills and capacity of the youth by channelizing their energy in a positive development.

As many as 20 youths from Dambuk and Bizari area enthusiastically participated in the training program. Resource person Tapir Darang imparted the training and motivate the youths to take a livelihood opportunity through rafting.

Dambuk MLA also extended his support to the programme and encouraged the participants.

Earlier, while inaugurating the training Bizari ASM A Moyong appealed to the trainees to utilize the knowledge gained from the training by helping the community during flood situation, search and rescue time as Dambuk remains cut off every year in monsoon season.

The Dibang Right Bank Idu Charitable Society, Dambuk, appreciated the FGA for conducting the training programme for the youths which will immensely helpful for the villagers.

Demand for early construction of road

DAPORIJO, Mar 14: Land Affected Peoples' Forum of Chetam Circle demanded to immediately start the road construction works under PMGSY from Siga to Dayam village.

The Forum favoured starting of the road work before the onset of monsoon.

The villagers of all the 18 concern villages, who attended a meeting convened by the forum recently, were also unanimous in supporting the demand and urged the construction company and executing agency to start the work within 15 days.

"Since tender process for the works has already been completed, there should be no any further delay in starting the road construction work," the villagers opined.

The villagers also strongly appealed the contractor and implementing agency to construct the road as per the detailed project report maintaining guidelines within the stipulated time.

Call to regenerate historical Galo-Mising unity

2-day Ali Aye Ligang at Dekapam concludes

RUKSIN, Mar 14: The Galo and Mising communities of Arunachal and Assam jointly conducted Ali Aye Ligang festival at Dekapam (Assam), at about 35 km west from Ruksin town, which has come to a successful end this evening.

The 'Tojo Riba Memorial Complex' at Dekapam at Assam-Arunachal boundary has become a hub of Galo-Mising people as several thousand Galo and Mising people of all walk of life from both states assembled there wearing traditional attires and jointly celebrated Ali Aye Ligang festival with enthusiasm.

This was maiden effort of the Galos of Arunachal Pradesh holding community festival with Misings of Assam. The organizers have an objective to make cultural exchange with the Misings and create better understanding and feeling of brotherhood between the two communities. Many eminent citizens of the duo communities have reviewed their genetic relations in terms of identical language, culture and traditional behaviours and also pledged to revive their historical relation through cultural exchange.

The 2-day celebration, which was opened with 'Taku Taabat' by Monmohon Taye of Dekapam, followed by inauguration of food festival and cultural competitions on the inaugural day. The concluding day programme on Tuesday included cultural procession, traditional song-dance competition and open meeting of the leaders from both communities i.e. Galo and Mising.

Welcoming the participants, adviser of Galo-Mising Ali Aye Ligang Celebration Committee, Kenyom Dabii reiterated the matrimonial relation between Adis, Galos and Misings existing from the time immemorial. He said the community members are well aware of the fact that Adi and Mishing belong to same origin and re-union and integrity of the two groups for peace and development is need of hour.

Dabii, who is the ZPM of Nari-Seren area bordering to Dekapam (Assam), said the Galos and Misings dwelling along the state boundary have been maintaining a peaceful coexistence for the last 30 years. He informed that the community leaders are all set to hold meeting with all tribal groups fall in Tani group to constitute a committee and it will take up research and documentation on their evolution history. He called the community members to celebrate Ali Aye Ligang as their own festival from next time, while he appealed the Mising people to celebrate Mopin festival.

Speaking the open meeting, Mising Autonomous Council Chief Dr Ronuj Pegu opined that Adis, Galos and Misings are Donyi Polo's offspring so that they cannot survive in separate manner. He laid stress on unison among all tribes belong to Tani group.

Former Arunachal Minister, Tako Dabii in his address said the agriculture festivals of different tribal groups are similar in objective. He urged the youths to have sense of social responsibility and solve any problem amicably through proper negotiation. Referring the genetic relation among Adi, Galos and Misings, Dabii urged organizers to work for building better understanding among the community members.

Among others, leaders of various Galo and Mising organizations attended the concluding day and shared their opinion in favour of Galo-Mising unification.

Besides song-dances presented by Galo and Mising cultural troupes, exhibition dance by Bodo, Sonowal and Nepali cultural party were some special attraction of the concluding day of the 2-day festive celebration.

'Stick to guidelines regarding STPF recruitment'

ITANAGAR, Mar 14: The Ghora Aabhe Society (GAS) has in a letter to the Chief Minister on Tuesday, appealed to him to ensure that recruitment process of the Special Tiger Protection Force of Pakke Tiger Reserve be carried out as per the guidelines of the National Tiger Conservation Authority which requires that the Forest Department and not the Police department should be the main recruiting authority for the 112 posts.

"As per the guidelines of the National Tiger Conservation Authority vide its letter no.15-5/2008 dated Sep 2008, the Divisional Forest Officer and the Park management has opted for option II via their approved Tiger Conservation Plan for constituting the Special Tiger Protection Force (STPF). This option requires that the Forest department and not the Police department should be the main recruiting authority. Further as per the approved ten year Tiger Conservation Plan the STPF should not be an armed force of the Union but a dedicated force comprising of forest personnel," said GAS Chairman, Takum Nabam and sought reservation of about 30% i.e(33 posts) of the STPF for the local people as per the Tiger Conservation Plan.

Meanwhile, Seijosa ZPM, Pani Tayam has in a representation to the CM on Monday last, also sought recruitment of local youths of the area for STPF, who have been already working on casual basis in the Pakke Tiger Reserve.

NGOs against drug abuse

AALO, Mar 14: Around 50 women representing Mothers' Vision were on patrolling duties along with the police in the streets of Aalo to contain the movement of boys and girls and their indulgence in drugs and other nuisances.

The Chairman of Mothers' Vision Jumde Y Gamlin disclosed that usual night patrolling was carried out to check any unwanted elements that gain ground after breaks.

The Galo Ane Safai Abhiyan is also closely monitoring and creating sense of cleanliness in the town with series of social services in sectors and colonies for the last one week.

They are even imposing fines to Govt. establishments, markets, colonies and private houses violating the Safai norms. DIPRO

Apang mourns death of Nabam Taram

ITANAGAR, Mar 14: Former Chief Minister Gegong Apang has deeply mourned the sudden demise of Nabam Taram and described his death a great loss to the people of the state.

"The unfortunate news of death of Taram has come as great shock and heavy blow to me," the former chief minister said.

Expressing profound grief and sorrow over his death, Apang in a condolence message said, "Taram's pre-mature demise has caused great loss to the people of Arunachal Pradesh in general and Sagalee area in particular. The void created by his pre-matured death can not be filled easily, Apang said.

"He was indeed having an endearing personality and amiable nature. He played a very prominent role in the development of Agriculture and Horticulture sectors in Sagalee area. Initially, he served in the Development of Agriculture as village level worker.

Appreciating his services, the state govt. presented several awards, including Governor Gold Medal. He also demonstrated his leadership quality in the socio-political life. As the president of Gaon Bura Association, he addressed all the Gaon Buras of his area to deliver fastest and cheapest means of justice to aggrieved people," Apang said.

"His selfless service and contribution towards socio-economic upliftment of the society will always be remembered by the people of Sagalee," he added.

"I on behalf of my entire family members convey my deep sympathy and heartfelt condolence to the bereaved family of Nabam Taram and pray to almighty Donyi-Polo to keep the departed soul in eternal peace in heavenly abode," Apang said in the message.

"I also pray to almighty to give enough courage and strength to the family to withstand the colossal loss."

BJP MM conducts awareness meetings on central Govt schemes

ITANAGAR, Mar 14: A team of Bharatiya Janata Party Mahila Morcha, (BJMM) Arunachal Pradesh headed by its president Bengia Yayang Tadar conducted a three days tour to Siang, West Siang and East Siang districts on March 11, 12 and 13 respectively. The aim of the tour programme was to create awareness among the Mahila Karyakartas about the various schemes launched by Prime Minister Narendra Modi-led NDA Govt at the Centre.

While addressing a series of meeting at Belong, Aalo, Pasighat, Bengia Yayang Tadar called for active participation of women in political and social issues for women empowerment in the society. She also stressed upon maintaining party discipline and proper coordination among the party workers for smooth functioning of the party at grass root level.

State BJMM general secretary Techi Mamta explained about the various central schemes like Beti Bachao Beti Padhao, while Vice President Osi Paboh spoke on the Surakshit Matritva Abhiyan. BJMM media incharge Tania Yapa Toko dwelt at length on the benefit of cashless transaction and digital payment. She also highlighted the benefit of various flagship programme of the central Govt.

District level BJP leaders of Siang, West Siang and East district also spoke on the benefit of central Govt schemes in their respective place during the awareness programme.

Interaction meeting on Itanagar Smart City proposal

ITANAGAR, Mar 14: An interactive meeting on Itanagar Smart City proposal was held on Tuesday with Doctors and Lawyers at Itanagar Municipal Council Office Naharlagun.

Informing the purposes of meeting Chief Municipal Executive Officer, Itanagar Municipal Council, Habung Lampung said that it is part of Smart city proposal to have discussions with different stakeholders and take their feedbacks.

Er Nabam Sony gave power-point presentation on progress of the proposal so far. Among others who attended the interactions were Marto Kato, General Secy, Bar Associations of Guwahati High Court Itanagar Permanent bench and Dr Taba Khana, General Secretary of Arunachal Doctors Associations. All the lawyers and doctors gave various inputs to transform Itanagar as smart city.

Seminar on refugee issues in Arunachal

AALO, Mar 14: The Political Science Department of St. Francis De Sales College organised a two days national seminar on refugee issues in Arunachal Pradesh under the guidance of Head of Department Reyom Ete, in the college auditorium recently.

Intellectuals and researchers from various places presented papers and shared their findings and views.

Advocate Bineesh Kumar KS of Amity University, Delhi highlighted on the rights of refugees in India and the need for legislation to protect human beings across the world.

Joba Riba and Hage Yamang of DPGC, Kamki, presented a paper on "Refugee Issue, Its impact on Indigenous population of Arunachal Pradesh" while Rinki Babin of RGU presented her findings on the "Tibetan Refugees in Arunachal Pradesh".

Reyom Ete of SFS, Aalo, gave a presentation on the "Status of Refugee in India: A critical analysis" while Praduyt Dey presented a paper on "Refugee crisis in India and its obligation for protection".

A joint paper on "Refugee Protection, International Legal Framework" was presented by Prashul Pathak, Advocate, Supreme Court of India, Niha Mishra, Delhi, Gurgaaon and Neelam Rupa, DBC, Jollang.

Amrita Nambiar, Legal Expert, committee on Road Safety, Supreme Court of India and Gamli Loyi, NEFTU, Aalo, presented a paper on "An analysis of Supreme Court's Decision on Chakma Citizenship in Arunachal Pradesh".

Amritnath SB, Research Scholar, Kings College London submitted his research paper on "Statelessness and the Chakma Settlement.

Secretary Debate, Seminar and Symposium, AAPSU Marli Kamki acted as moderator of the seminar and spoke on the importance and relevance of organizing such seminars from time to time.

Rev. Dr. Fr. Emmanuel Uppamthadthil, MSFS also attended the seminar.

Bandh postponed following CM's assurance

ITANAGAR, Mar 14: The proposed second phase of bandh call announced by the Lower Siang District Welfare Committee has been called off till Mar 20 next, following the assurance of Chief Minister, Pema Khandu.

Informing this in a release on Tuesday, the Lower Siang District Welfare Committee, Organizing Chairman, Nyakar Taipodia said that the Chief Minister assured to post a Deputy Commissioner and Superintendent of Police after the end of the ongoing Assembly session and convene a meeting of the local MLA on the issue soon.

APCC vice president TC Tok resigns

ITANAGAR, Mar 14: Arunachal Pradesh Congress Committee (APCC) vice president (Admin & HQ.) TC Tok on Tuesday tendered his resignation letter to APCC president stating that he is resigning due to 'personal reasons'.

Tok served the party for more than 21 years in various positions and the capacities, like secretary, general secretary and vice president.

Disclose tender results

ITANAGAR, Mar 14: The All Arunachal Pradesh Anti-Corruption Students' Union (AAPACSU) has in a memorandum submitted to the Minister for Water Resources Development on Tuesday appealed to him to direct the concern department to disclose the result of manual tender bided at Seijosa Sub-Division under SADA at the earliest.

Stating that delay in declaring the tender bids against vital various projects initiated by the concern department would adversely affect the development of the area; it urged the state government and the Minister in particular to ensure early disclosure of tender results.

Meeting held to discuss development issues

ITANAGAR, Mar 14: Issues relating to various developmental activities were discussed in a public meeting held under the chairmanship of the All Pipu Chayang Tajo Gawe Purang Sawa Students' Union (APCGSSU) President, King Doka at Chayang Tajo recently.

During the meeting, Doka appealed to the work executing agencies to carry out ongoing project work of the area according to the DPR and complete the same within stipulated time.

AdiSU calls for healthier Adi and Mishing relationships

ITANAGAR, Mar 14: A team of Adi Students Union (AdiSU) attended the central Ali Aye Ligang celebration at Gogamukh, Assam and called for a healthier relationships between the peopled of Adi and Mishing communities.

"Let, Adi and Mishing be the pillar of brotherhood and communal harmony of the two neighboring States," AdiSU General Secretary Buteng Tayeng said, and appealed to the Mishing Bane Kebang, Mishing Autonomous Council, Takam Mishing Porin Kebang to work for better and healthier relationship between the people of both the state.

Tayeng, who also is the Convenor of National Adi Mishing Students Coordination Committee, called for ensuring safety and security of Arunachalee people travelling through Assam and act humbly to the needy Arunachalee in Assam, irrespective of colour and caste.

He also urged the students to preserve ones own aged-old traditions and culture.

The celebration was attended by MAC Chief Ranoj Pegu, MBK president Parmananda Cheyengia, TMPK members and others.

NSS Special Camp

ITANAGAR, Mar 14: The NSS unit of Dera Natung Government College organized a three days special camp with theme 'Cleanliness and Beautification' in its adopted village Ganga, near hear from March 10.

The NSS volunteers cleaned the entire village surroundings by collecting garbage and disposing them properly. Eco friendly dustbin made of bamboos by the volunteers were also installed in various locations in the village.

Many local residents also actively participated in the cleanliness drive.

A special interaction and awareness programme was organized on the third and final day of the camp.

Principal Kumar Tok, Assistant Professor Tumbom Riba Jomoh, Gram chairperson Nimpu Techi and local leader Techi Nyera were present on the occasion.

In his speech, Tok asked the NSS volunteers to contribute towards development of society besides maintaining their regular study.

A video clip on 'Mawlynnong'- Asia's cleanliest village was shown and a PowrPoint presentation on cleanliness was made by the Programme officers Tao Abo and Nich Menia.

The local people actively interacted with NSS unit and presented various obstacles faced by them.

Around 200 volunteers were involved in the community service and social activities organized under the supervision Programme Officers Abo and Menia.

Training on elephant survey held

ITANAGAR, Mar 14: Pakke Tiger Reserve of the Forest department organised a state level training on elephant population estimation at Tippi Wildlife Range on Monday.

The training was organised to prepare everyone for the four-day elephant population estimation survey that will be carried out simultaneously by all the divisions from the March 26 to 29. During these days the forest department will carry out Sample Block Count, Dung Count, Data on Population demography of elephants in field.

Resource persons Dr. Surendra Varma, Bharath Jayadevaswamy and Naveen Anandarao from the Asian Nature Conservation Foundation, Bangalore conducted the one-day training in which thirty eight participants including Range Forest Officers, Foresters and Forestry students from 13 different Forest Divisions attended.

Addressing the participants in the training programme, PCCF Omkar Singh talked about the importance of this survey. He also stressed on coordinated efforts of all the concerned departments to make the survey a grand success.

Pakke Tiger Reserve DFO Tana Tapi spoke on the cultural significance of elephant and its role in maintaining ecosystem in Arunachal Pradesh.

RFGC NSS unit conducts Special Camp

ITANAGAR, Mar 14: The NSS unit of Rang-Frah Government College, Changlang, organized a three days special camp at New Sallang village, Changlang from March 10.

The volunteers were engaged in mass social service, maintenance of drains, garbage lifting and clearing of jungles etc throughout the days.

A get-together and friendly interaction between the NSS volunteers and villagers were also held on the last day, where the volunteers sensitized the villagers about ill effects of drugs, importance of keeping the surroundings neat and clean, maintaining good health and sanitation practices and other issues like women empowerment, HIV/AID etc.

The camp was attended by around NSS 70 volunteers.

ITANAGAR, Mar 14: In a representation submitted to the Commissioner, Department of Tax & Excise recently, the All Arunachal Pradesh IMFL Retailer Association (AAPIMFLRA) has appealed to him to not implement the notice Vide No.AP/Z-II/EX-269/2016 dated 28 Dec, 2016 regarding shifting of liquor shops (retailers), wholesale and bonded warehouse beyond 500 meters along the national and state highways and sought further relaxation till the wine shop owners shift to other location.

AAPIMFLRA General Secretary has in a release on Tuesday, further appealed to the GoAP and state nodal officer to execute the order dated April 1, 2017 as per the direction of the Supreme Court instead of the Mar 15, 2017 order of the Superintendent (Tax and Excise) which directed closure of all liquor shops, wholesale, bonded warehouse, Beer/IMFL bar within Mar 15, 2017.

Death mourned

ITANAGAR, Mar 14: The G-Sector Welfare Committee (GSWC) has deeply mourned the demise of its President, Kome Yangfo who died here recently.

In a condolence message on Tuesday, GSWC General Secretary, Lalum Tadar recalled late Kome as a noble and down to earth person and termed his death as a great loss to the society. While extending heartfelt condolences to the bereaved family, he prayed to the Almighty for the eternal peace of the departed soul.

Moral bankruptcy

The political discourse in the country is moving towards dangerous path. The way things are unfolding in Goa and Manipur do not augur well for the Indian democratic system. Congress emerged as the single largest party in both Goa and Manipur in the recently concluded assembly election. But surprisingly Governor invited BJP to form the Government. This is morally and ethically wrong.

Governors of both the state should have invited Congress which is the single largest party to form the government which is the laid down norms. Also allegation of using money power to buy MLAs has emerged. Congress accused BJP of indulging in horse trading to buy MLAs in Manipur and Goa. These are serious allegation and need to be look into. In Goa though verdict was fractured, the voter did sent out a message by ensuring the defeat of incumbent BJP Chief Minister Laxmikant Parsekar. Therefore decision to allow BJP to form govt is more baffling. Once upon a time BJP was known for its strong morality. But it looks like power is getting into the head of its leaders. Now BJP is behaving exactly how Congress uses to behave once. Perhaps time has come for all the political parties to introspect. They should follow certain morality while in power. Rampant abuse of power will only lead to destruction.

Grievances of other science graduate

Dear Editor,

In reference to " open letter to chief minister" I would like to throw some light on grievances of other science graduates.

I don't understand how could a Banyan tree be the reason for selection in RFO. It was sad reading the letter demeaning/undermining the effort of other science graduate. We have also been studying day and night to acquire a degree and masters in science. Yes we did study about plant, environment, forest etc. RFO asks for a capable officer who could bring in innovative ideas/best effort rather than just planting and cutting trees. If that is sole reason for selection than I think even the Gardener is eligible for RFO post.

As you said 80% of our forest cover with forest that doesn't mean forestry graduates alone are entitled to the post.

50% seats are reserved for forestry students and 50% for other science graduate! Be happy you have at least 50%.

As you have mentioned we need a good officer who is actually capable of bestowing the best service and duty and this can be done by every deserving candidate who can compete.

And yes, even school student would know the scientific name of Banyan tree because we are taught this during our schooling days.

I would request the concern authority to allow other science graduates to compete without any reservation.

RWD or APPSC?

Dear Editor,

Through your local daily, I would like to ask Rural works department (RWD) whether they are going to conduct the examination to recruit grade-B and grade-C that were advertised 3weeks ago or hand it over to Arunachal Pradesh public service commission.

Chief minister Pema Khandu has already stated that all the departmental vacancies are to be forwarded to APPSC for genuine recruitment. Now, we are in a quandary, whether to fill the forms or wait till final decision is taken.

It may be worthless for some people but most of the job seeking candidates belongs to poor background.

So it is a request to RWD to notify us if there is any probability of changes.

Declare results

Dear Editor,

Through your esteemed daily, I would like to draw the attention of concerned authority of Education department and DDSE Changlang regarding delay in declaring the result of SSA Teachers.

The walk- in- interview was held on Feb 6-7 but till today there is no news about the result. There is no reason to delay the result as there are less candidates than total post advertised. Some of the district has already declared the result.

So I on behalf of appeared candidate request the DDSE Changlang to declare the result as soon as possible.

Dear Editor,

Through your esteemed daily, I would like to draw the attention of incumbent authority of the APPSC. Recently, it announced the much talked about exam of the commission, Assistant Engineer of various departments. I would like to request the authority concerned to please make it public, the marks obtained by all those made to the final list and also the marks obtained by all those who could not qualify the written exam. By doing so, probably the room for improvement can be analysed by the aspirant for upcoming exams and also the ambiguity associated with the state PSC exam will be cleared to some extent. For the case of privacy, the score card can also be given to the aspirants on demand instead of just publicly posting the marks of all who could not make it to the list.

It is also understood that there is a RTI provisions to claim the copy of evaluated paper. But the procedure to obtain is cumbersome and its discouraging in its own way. Also, it is suggested, to release the cutoff marks of all the exams like UPSC or other state PSCs do.

I also request the Student and youth organisations of the state to ponder into such problems of the students for over all development of the student community.

The aspirant who cannot make it to the list just fails to judge and analyse one's potential without the marks obtained. The much needed reality check about the recruitment system should be introduced to all the aspirants.

I am hoping a constructive improvement from the commission for benefit of all.

Age and Court job application

Dear Editor,

The District and Sessions Court, East Session Division, Tezu, Lohit District and The District and Sessions Court, West Session Division, Yupia, Papumpare District invited applications for various vacant posts under its jurisdiction through its advertisement dated 18th february,2017 wherein the maximum age limit for APST/SC/ST/PWD has been mentioned as 33 years.

In its previous recruitment for the same posts, maximum age mentioned was 38+5 years for APST/SC/ST/PWD. Then, why did the concerned authorities deviated from its earlier recruitment rules and reduced the maximum age limit to 33 years drastically without any notification to this effect?

Because of this sudden change in age criteria, many candidates have been affected.

Even the government of Arunachal Pradesh, Department of Administrative Reforms through its notification No.AR-28/13 dated 30th july,2014 revised the upper age limit to 35 years for APSTs for posts under the Government of Arunachal Pradesh.

Looking at the present state where job advertisements are very rare and at the same time highly uncertain, a candidate finally ends up wasting many precious years of his life waiting for job advertisement. And, even when an advertisement occur, the delay in the recruitment process leads to wastage of many precious years of the students. The 2013 APPSCCE recruitment process which finally finished in 2016 is a glaring example which is a nightmare haunting us till today.

Therefore, through this, I would like to request the concerned authorities to kindly look into the matter seriously and do the needful. Also, I earnestly appeal Chief Minister Pema Khandu to kindly intervene and take appropriate action in this regard for the benefit of the student community at large.

Increase age limit

Dear Editor,

This in response to the advertisement No D&SJ/Tezu-East/Estt-34/16 that was published in Arunachal Times on 23rd Fe. 2017 and advertisement no-DC(WD)-89/2016/R.CELL dated Yupia 18th Feb 2017 that was uploaded in concerned official website on 3rd March 2017 for the Sheristadar, peshkar, UDC etc under the District and Session court East session Division Tezu and the District and session court West session division Yupia papum pare district.

According to the advertisement maximum age limit for APST is 33 years.

But Govt. of Arunachal Pradesh has increased upper age limit upto 35 years for APST (which include relaxation). Then again as per advertisement no: HC.XXXVII-87/2013/4257/R.Cell dated 18th July 2013 published in same local daily on 19th July 2013 maximum

age for APST candidates was 48 for same posts.

Therefore, we appeal to concerned authority to kindly look into the matter and increase the upper age limit for the APST as per latest norms. Otherwise many of APST aspirants will be deprived of job opportunity.
